Is it sufficient to dedicate a page in the Trac wiki to this, or should lists be communicated in another way?

Also, per the specifications all <project>-devel lists are only accessible to the users that have write access to subversion. Is it useful to list these lists?

The lists are now advertized on the homepage of the project. Once there is consensus on the composition of the wiki frontpage, it will be used to initialize the wiki frontpages of future projects. So please make your updates to the homepage of the sandbox wiki ASAP.
