Description

In the data model, there is currently a 'owner' slot for a Template. However, it is currently not used.

Templates should encourage standardization, but at the other hand too many templates can clutter up the system. Also, you might limit the change of templates to 'administrators' in some cases. We do not have enough user practice yet to see how this in the end should work best, so leaving this for now at the current situation, which is that every logged in user can change every template (if it's not in use).

This ticket might be revisited in a couple of months.
