register for new account

I created a new account, but used a none existing email-adres (jildau). This was returned:
Email could not be sent
You have succesfully signed up for an account. You will receive an email with instructions how to complete this subscription within a few minutes.
N.B. An administrator must approve your account before you can use it.
- I can make an account with a none existing email-adres
- I get my password via the browser (security?)
- the system cannot send a email, but a second mail will be send with instructions (according to the text)
